Dispensaries in San Francisco

San Francisco has 72 dispensaries licensed by the California Department of Cannabis Control (DCC). Adults 21 and older with a valid government photo ID can shop, including visitors with an out-of-state license or passport, and 65 stores also serve medical patients 18 and older. San Francisco has suspended its own local cannabis business tax, so shoppers pay the state excise tax and sales tax but no extra city cannabis tax.

San Francisco packs more licensed stores into 47 square miles than any other California city except Los Angeles. Almost every neighborhood has one within walking distance, from the Mission to the Marina, and several shops sit on the tourist routes near Union Square, North Beach and Fisherman's Wharf.

San Francisco and California Cannabis Laws: Purchase Limits, Public Use and Driving

Adults 21 and older can buy up to 28.5 grams of non-concentrated cannabis, 8 grams of concentrate and 6 immature plants per day. Read our full guide to California marijuana laws for possession and home grow rules.

  • Public use: Smoking or eating cannabis in public, including in Golden Gate Park, on sidewalks and at Ocean Beach, is an infraction with a fine of up to $100. It is also banned within 1,000 feet of a school, day care or youth center while children are present.

  • Driving: Keep cannabis sealed or in the trunk; using it in a moving car, as a driver or passenger, is illegal.
  • Federal land: Alcatraz and other national park sites around the Golden Gate are federal property, where cannabis is illegal.

Cannabis Taxes in San Francisco

Every sale carries California's 15% cannabis excise tax, plus state and local sales tax. San Francisco voters approved a local cannabis business tax in 2018, but the city has never collected it: the Board of Supervisors has suspended it again and again, and in December 2025 voted to extend the suspension through 2035. That makes San Francisco one of the lower-tax big cities in California for cannabis shoppers. Compare out-the-door prices, and see our cannabis prices by state report.

Medical Marijuana in San Francisco

San Francisco was an early center of the medical cannabis movement, and 65 of its stores still hold a medicinal license, shown with a Medical badge. Patients 18 and older need a recommendation from a California physician. Patients who show a state Medical Marijuana Identification Card (MMIC) and government ID pay no sales tax on medicinal cannabis, though the 15% excise tax still applies.
