Vista has 11 dispensaries licensed by the California Department of Cannabis Control (DCC). Adults 21 and older with a valid government photo ID can buy, and all 11 Vista licenses also serve medical patients 18 and older. That is no accident: Vista first allowed medical dispensaries under a voter initiative, Measure Z, and a 2021 city ordinance let them add adult-use sales at the same locations.
Vista is the cannabis hub of inland North County San Diego, and it is an early riser's town. Seven of its eleven stores open at 6 a.m., the earliest time state rules allow, and the review counts are huge for a city this size: Hello Cannabis, Off The Charts and Coastal Cannabis each have more than 4,000 Google reviews.

Cannabis Taxes in Vista
Every sale includes California's 15% cannabis excise tax plus state and local sales tax. The City of Vista also taxes cannabis retailers at 7% of gross receipts for both adult-use and medical sales, according to the city's tax information page. The same 7% applies to deliveries made in Vista by outside businesses. Voters set a higher ceiling with Measure AA in 2018, but the city charges 7%. The store pays this tax and it is reflected in prices. See our cannabis prices by state report.
Medical Marijuana in Vista
All 11 Vista licenses allow medicinal sales, a legacy of the city's medical-first rules under Measure Z. Patients 18 and older need a California physician's recommendation, and a state MMIC card removes sales tax, but not the excise tax.
