Dispensaries in New York

New York has 724 licensed cannabis dispensaries open in 231 cities and towns, all licensed by the state Office of Cannabis Management (OCM). Adults 21+ with a valid government photo ID can buy, and the law lets an adult carry up to 3 ounces of cannabis and 24 grams of concentrated cannabis. 30 of the stores also serve certified medical patients. Before you buy anywhere, check the store against OCM's Dispensary Verification Tool, because New York still has many unlicensed shops that look legal from the street.

Pick a city below to see every licensed store there, with addresses, license numbers and maps. The biggest markets are Manhattan (100), Brooklyn (89), Rochester (25), the Bronx (24), Buffalo (21), Staten Island (17), Albany (15), Newburgh (12), Syracuse (12) and Schenectady (10).

New York Dispensaries by City

Every New York city, town and neighborhood with at least one licensed cannabis store is listed here, largest first. The names follow the postal addresses on the state's license list, and that matters most in New York City. "New York" means Manhattan. Brooklyn, the Bronx and Staten Island are listed under their borough names. Queens addresses use neighborhood post office names instead, so stores in Queens appear under Jamaica, Astoria, Flushing, Long Island City, Bayside, Ridgewood, Rego Park, Forest Hills and dozens of other neighborhoods rather than under "Queens." Outside the city, a few listings use the name of a hamlet or post office rather than the town that governs it. Click a name to see its stores.

New York Dispensaries by Region

New York City has more than four in ten of the state's licensed stores, but every region now has them, from the Hudson Valley to the Canadian border. Regional counts below are based on each store's county, and the five boroughs of New York City are grouped together.

New York City (312 stores)

Manhattan (New York County) has 100 stores and Brooklyn (Kings County) has 89, the two largest counts of any county in the state. Queens has 82, spread across neighborhoods from Astoria and Long Island City to Jamaica, Flushing, Bayside and the Rockaways. The Bronx has 24 and Staten Island (Richmond County) has 17. OCM's 2025 annual report found that New York City leads the state in sales and had the most stores open of any region.

Long Island (20 stores)

Brooklyn and Queens sit on Long Island geographically, but here Long Island means Nassau and Suffolk counties. Suffolk has 18 stores, in Farmingdale, Southampton, Medford, Riverhead, Huntington Station and other towns from the Nassau line to the East End. Nassau, with more than a million residents, has just 2, both medical dispensaries run by registered organizations, in Carle Place and Long Beach. A town or village that opted out of retail dispensaries keeps adult-use stores out, and OCM's opt-out list shows which ones did.

Hudson Valley and Westchester (97 stores)

Westchester has 32 stores, led by White Plains and Yonkers, with more in Peekskill, Mount Vernon, New Rochelle and the river villages. Newburgh has 12 of Orange County's 19 stores. Dutchess (17) has stores in Poughkeepsie, Beacon, Fishkill and Wappingers Falls; Ulster (14) in Kingston, New Paltz and Woodstock; Rockland (9) in Haverstraw, Nyack and Spring Valley; and Sullivan (6) in Catskills towns such as Monticello and Liberty.

Capital Region (77 stores)

Albany has 15 stores, with more in Colonie, Latham and Menands, and Schenectady and Troy add 10 and 8. Saratoga County (14) has stores in Ballston Spa, Clifton Park, Halfmoon and Saratoga Springs. Further north, Glens Falls, Queensbury and Lake George serve Warren County, and Hudson and Catskill serve Columbia and Greene counties.

Central New York and the Mohawk Valley (45 stores)

Syracuse has 12 stores, and Onondaga County has 22 in all, counting East Syracuse, Liverpool, North Syracuse, Manlius and Skaneateles. Auburn, Cortland, Homer and the Oswego County towns of Fulton, Oswego and Pulaski fill in the rest of Central New York. In the Mohawk Valley, Utica and New Hartford lead Oneida County, with single stores in Rome, Herkimer, Amsterdam and Johnstown, and Oneonta has two.

Finger Lakes and Rochester (52 stores)

Rochester has 25 stores, the most of any upstate city, and Monroe County has 33 in all. Geneva, Canandaigua and Victor serve Ontario County, Geneseo and Dansville serve Livingston County, and Seneca Falls, Penn Yan, Newark and Batavia each have a store.

Western New York and Buffalo (72 stores)

Buffalo has 21 stores, and Erie County has 55, with clusters in Amherst, Cheektowaga and Depew. Niagara County (8) has stores in Niagara Falls, North Tonawanda and Lockport, close to the Canadian border. Jamestown has 5, and Olean, Ellicottville and Alfred cover the Southern Tier counties of Western New York. Carrying cannabis across the border into Canada is illegal, even though Canada has legalized it.

North Country (17 stores)

Plattsburgh, near the Quebec border and Lake Champlain, has 3 stores. Watertown and Carthage serve Jefferson County and the Fort Drum area, Potsdam, Canton and Ogdensburg serve St. Lawrence County, and Lake Placid and Saranac Lake serve the Adirondacks.

Southern Tier (32 stores)

Ithaca, home of Cornell University, has 8 stores. Binghamton, Vestal and Johnson City give Broome County 9, and Elmira, Horseheads and Corning serve the Chemung and Steuben area. Delaware County has stores in Delhi, Margaretville, Hancock and Unadilla, and Waverly sits on the Pennsylvania line. Pennsylvania has not legalized adult-use cannabis, and carrying cannabis across any state line is illegal.

How New York Licenses Dispensaries: The Office of Cannabis Management

New York legalized adult-use cannabis through its Legislature with the Marihuana Regulation and Taxation Act (MRTA), signed on March 31, 2021. The MRTA created the Cannabis Law, the Office of Cannabis Management (OCM) and the Cannabis Control Board, which votes on licenses and rules. The first licensed adult-use sale took place on December 29, 2022. As of its October 1, 2026 board meeting, OCM said it had licensed 1,039 adult-use retailers, of which 712 had reported opening (OCM release, October 2, 2026). OCM's own dispensary list showed 744 adult-use locations on October 20, 2026, some of them temporary delivery-only sites.

A New York store can hold one of four kinds of license:

  • Conditional Adult-Use Retail Dispensary (CAURD): New York's first retail licenses, for businesses owned by justice-involved individuals, according to OCM. CAURD stores made the state's first legal sales, and 316 of the stores in our directory hold a CAURD license.
  • Adult-use retail dispensary: The standard adult-use retail license, open to applicants beyond the CAURD program. 335 stores in our directory hold one.
  • Microbusiness: A small business licensed to grow, process and sell its own cannabis, with retail rights. 43 microbusiness storefronts are in our directory.
  • Registered organization: The companies that ran New York's medical program before legalization. Each may have up to four medical dispensing facilities, according to OCM, and some also sell adult-use cannabis at those locations.

OCM aims to award half of all licenses to social and economic equity applicants, who get reduced fees and review priority, and it reported that 56% of adult-use licenses had gone to those applicants as of October 2026. On-site consumption and standalone delivery licenses had not yet been issued; OCM lists them among future application windows on its licensing page.

Local governments had one chance to say no. Under Cannabis Law section 131, a city, town or village could opt out of retail dispensaries, on-site consumption sites or both by passing a local law by December 31, 2021. Hundreds did. Counties could not opt out. A community that opted out may repeal its ban at any time, but no new opt-outs are allowed. Towns, cities and villages may also set reasonable rules on the time, place and manner of a store's operation. OCM keeps the official opt-out list by municipality.

Illegal Smoke Shops and How to Verify a Licensed Store

New York's legal market grew up alongside a large unlicensed one. Many smoke shops and "exotic" stores sell cannabis without a license, and some claim to "gift" it with a paid purchase of something else, which is still illegal. Products from these shops have not passed state lab testing. OCM reports completing 2,017 enforcement actions in 2025 and seizing more than $20 million worth of illicit product, according to its 2025 annual report. Our directory lists only stores that hold an OCM license. Before you buy anywhere, take these steps:

  • Scan the Dispensary Verification Tool. Every licensed dispensary is issued this placard and must post it in the storefront near the main entrance. Scanning its QR code with your phone takes you to OCM's website and its list of licensed dispensaries, according to OCM's consumer page.
  • Look up the address. If the store is not on OCM's dispensary location list, it is not licensed.
  • Check the package. Legal products carry New York's universal symbol and a QR code or link to the product's lab test results.

Buying Cannabis in New York: Age, ID, Limits and Delivery

  • Age and ID: You must be 21 or older with a valid government photo ID showing your age. OCM accepts federal, state and local IDs, including IDNYC, and passports from any country, so visitors can buy.
  • Purchase limit: Adults may possess up to 3 ounces of cannabis and 24 grams of concentrated cannabis under Penal Law 222.05, and OCM counts edibles and oils toward the 24 grams. Dispensaries apply the same figures as a daily purchase limit, according to OCM's delivery FAQ, and a store may set a lower cap. At home, adults may keep up to 5 pounds, stored securely.
  • Delivery: Licensed dispensaries may deliver to homes and private businesses in New York. Orders must be paid in advance, the courier checks ID, and nothing may be delivered to a car, park, school or public building.
  • Hours: Each store sets its own hours within local rules, so check the listing before you go.

Medical Marijuana Dispensaries in New York

OCM also runs New York's Medical Cannabis Program. Under Cannabis Law section 30, a practitioner who is qualified to treat the patient's condition and has completed the required course can certify a patient who is likely to benefit. The MRTA expanded the program's qualifying conditions, product types and dispensing limits. A certification lasts up to two years. Patients show their certification, on paper or on a phone, with a government photo ID, and may name up to five caregivers.

Medical sales happen at dispensaries run by registered organizations. 30 stores in our directory serve certified patients and are shown with a Medical badge; some sell only to patients, and others serve adult-use buyers too. The medical program matters most for patients aged 18 to 20, who cannot buy at adult-use stores. Medical purchases are not charged the 13% adult-use retail tax. Registered organizations instead pay a separate excise tax on medical sales under Tax Law section 490, which may not be added as a separate line on the receipt.

New York Cannabis Taxes and Prices

According to the New York State Department of Taxation and Finance, the current taxes have applied to sales since June 1, 2024:

  • 13% retail tax on every adult-use purchase: a 9% state excise and a 4% local excise. The local share is split between the county and the city, town or village where the store sits.
  • 9% distributor tax on the wholesale sale to the dispensary, built into the shelf price. When a registered organization or microbusiness sells straight to customers, the 9% applies to 75% of the retail price.
  • No sales tax. Adult-use cannabis products are exempt from sales tax.

The 9% distributor tax replaced New York's original per-milligram THC potency tax on June 1, 2024, so older guides that describe a THC tax are out of date. State cannabis revenue is split 40% to education, 40% to the Community Grants Reinvestment Fund and 20% to drug treatment and public education.

Prices have been easing as more stores open. OCM's 2025 annual report says the average retail price per item sold peaked near $39 in early 2024 and fell to about $32 by the third quarter of 2025, though New York prices remain well above the national median and downstate shoppers pay about 10% more than upstate. That figure is per item, not per gram, so compare out-the-door prices, daily deals and first-visit discounts store by store.

Where You Can and Cannot Use Cannabis in New York

New York ties cannabis smoking to its tobacco rules. According to OCM, adults may use cannabis in a private home or in most places where tobacco smoking is allowed, with these exceptions:

  • Vehicles: No use in any motor vehicle, moving or parked, by drivers or passengers. Driving while impaired by cannabis is a crime under Vehicle and Traffic Law 1192.
  • Smoke-free places: No smoking or vaping in restaurants, bars, patios, hookah lounges, cigar bars, indoor workplaces or anywhere else tobacco smoking is banned. Under Penal Law 222.10, the civil penalty is up to $25 or up to 20 hours of community service.
  • Parks and outdoor spaces: Smoking cannabis and tobacco is banned in state parks and many other public outdoor spaces, and local governments can impose civil penalties of up to $50.
  • Private property: Landlords, hotels and private businesses may ban smoking and vaping on their premises.
  • Federal property: Cannabis is illegal in national parks, on military bases and at other federal sites. See our federal marijuana law guide.
  • State lines: Taking cannabis into or out of New York is illegal, even into legal neighbors such as New Jersey, Connecticut, Massachusetts and Vermont. Compare the rules in our state-by-state cannabis law guides.
