In 2009 Washington D.C. became the first law to be granted overt approval and assent to any state or local law that permits medicinal marijuana use by the United States Congress. Congress, which holds all the government power in the federal District of Columbia, approved medical cannabis after allowing residents of the District to vote and implement the city’s legalization and treatment laws.
On December 2, 2011 the District’s mayor released final documentation for the newly designed program. The discussion of cultivation centers and dispensaries has been one of much debate, severely slowing the final steps of the implementation process. This past month the D.C. Council compromised on medical marijuana cultivation centers, agreeing to limit the number of centers to six for the District, however, the question of who will be running these dispensaries is still up in the air.
