Dispensaries in Philadelphia

Philadelphia has 15 dispensaries licensed by the Pennsylvania Department of Health. Every one of them is a medical dispensary: you can buy only if you are a registered patient or caregiver holding an active Pennsylvania medical marijuana ID card. Visitors cannot buy at all, because the state has no adult-use sales and does not honor medical cards from New Jersey or any other state. The stores are spread from Center City to the far Northeast, and four of them sit within a few blocks of City Hall.

For the state's largest city, Philadelphia has a surprisingly small number of stores. Montgomery County, just over the city line, has more dispensaries than Philadelphia itself, so many city patients end up shopping in the suburbs. Inside the city limits, the market is dominated by multi-state operators: Trulieve and Beyond Hello run three Philadelphia stores each, Curaleaf and Sunnyside two each, and RISE, Ethos, Liberty, Zen Leaf and Restore one apiece. The one constant is the counter rule: card first, then the menu.

Visiting a Dispensary in Philadelphia: Card, ID, Payment and Hours

  • Bring two things: your Pennsylvania medical marijuana ID card and your Pennsylvania driver's license or state ID. Without the card, staff cannot sell to you, even if you show a certification printout.
  • First visit: Some Pennsylvania dispensaries ask new patients to book an appointment, so call ahead if it is your first time at a store.
  • Pharmacist or physician: Every dispensary must have a pharmacist or physician available during patient hours, in person or by live video, to review your certification and answer dosing questions.
  • Payment: Expect cash or debit. Ask the store before you go if you want to use a card.
  • Hours: Philadelphia stores generally run from 9 or 10 a.m. to 7 or 8 p.m. There are no late-night counters in the city.

Philadelphia and Pennsylvania Cannabis Laws: Purchase Limits, Public Use and Driving

A Philadelphia dispensary can sell a patient up to a 90-day supply, which state regulations set at 192 units; one unit is 3.5 grams of dry leaf, 1 gram of concentrate or 100 milligrams of THC in pills, oils, tinctures or topicals. You can refill during the last seven days of each 30-day period, and your certification may set a lower amount. Stores sell dry leaf for vaporizing, vape products, capsules, oils, tinctures and topicals. Smoking medical marijuana is illegal, and dispensaries do not sell edibles, though a patient or caregiver may mix their medicine into food at home. Keep products in the dispensary packaging and carry your card whenever you carry cannabis.

Philadelphia's 2014 city ordinance made possession of 30 grams or less a civil violation with a $25 fine and set a $100 fine for smoking in public. That ordinance lowers the city penalty only; possession without a card is still a crime under state law, and it does not create any right to buy. Driving with any amount of THC or its metabolite in your blood is a DUI in Pennsylvania, with no exception for patients. At Philadelphia International Airport, the TSA follows federal law and refers cannabis to police. Full details are in our Pennsylvania marijuana laws guide.

Cannabis Taxes in Philadelphia

Medical marijuana is exempt from Pennsylvania's sales and use tax, so the price on the shelf is what you pay. We found no local cannabis tax in Philadelphia, and the state's 5% tax on growers and processors may not appear as a line on your receipt. See how prices compare with nearby adult-use states in our 2026 cannabis prices by state.

Medical Marijuana in Philadelphia

To shop in Philadelphia you need a Pennsylvania card: register online with your Pennsylvania driver's license or ID, get certified by a practitioner on the Department of Health registry, pay the $50 annual card fee (waived for people in Medicaid, CHIP, SNAP, WIC or PACE/PACENET), then visit any store. Patients under 18 buy through a caregiver.

New Jersey across the bridge: New Jersey sells to adults 21 and older, and some Philadelphians cross the Ben Franklin or Betsy Ross. Buying there is legal in New Jersey, but carrying it back into Pennsylvania without a Pennsylvania card is illegal possession, and crossing a state line with cannabis breaks federal law.

Is adult use coming? Not yet. The state House passed HB 1200 by 102 to 101 in May 2025, but the Senate Law and Justice Committee voted it down 3 to 7 days later. SB 120, a bipartisan Senate bill, has been in that committee since July 2025, and a resolution to discharge it was dropped from the Senate calendar on October 19, 2026. The 2026-27 budget signed July 12, 2026 did not legalize it.
