Portland has 209 dispensaries licensed by the Oregon Liquor and Cannabis Commission (OLCC), more than any other city in Oregon. If you are 21 or older and carry a valid government photo ID from any state, you can shop here. Inside city limits, recreational buyers pay about 20% in cannabis tax (Oregon's 17% plus Portland's 3%), stores may sell from 7 a.m. to 10 p.m., and 165 Portland shops are approved to deliver.

We pull every store on this page from the OLCC's active retailer list, and each listing shows its state license number. Below the map: the eight parts of town where Portland's shops cluster, our picks by need, how the city tax works, and what Vancouver residents and PDX flyers should know before they buy.
Every Licensed Dispensary With a Portland Address
Portland has more licensed cannabis retailers than many entire states. The list covers every active OLCC retail license with a Portland mailing address, which takes in a few stores in Raleigh Hills, Cedar Mill and other unincorporated pockets just past the city line. 187 of them are registered to sell to Oregon Medical Marijuana Program (OMMP) patients, and 165 hold a home-delivery endorsement.
Each card gives the address and, where we have them, the phone number and hours; open one for the license number, a map and directions. Some stores advertise with us, and any paid placement is clearly labeled. We re-pull the state license file every month, so stores that close fall off and new openings appear.

What Portland's 3% City Tax Adds at the Register
Portland voters approved a 3% city tax on recreational cannabis in 2016 (Measure 26-180), and the Oregon Department of Revenue collects it together with the state's 17% retail tax. Inside city limits that comes to about 20% on top of the shelf price, the most any Oregon locality can add. Oregon has no general sales tax, so there is nothing else on the bill, and OMMP cardholders pay neither the state nor the city cannabis tax.
The city tax depends on where the store actually sits, not on its mailing address. Several west-side shops in this list are outside city limits, and the Southwest and West Side guide above points out which ones skip Portland's 3%.
Shelf prices here are among the lowest in the country: Oregon licensed far more growers than its market needed, and hundreds of Portland stores compete for the same customers. The cheapest grams and ounces tend to be on 82nd Avenue and elsewhere in Outer Southeast. Shake and bigger packs usually cost less per gram.
Shopping in Portland From Vancouver, WA, and Flying Out of PDX
Plenty of Clark County residents cross the Columbia to shop in Portland, where cannabis taxes are lower than at home. Any adult 21 or older can buy here with a Washington driver's license. Driving the purchase back over the I-5 or I-205 bridge is a different matter: that is carrying cannabis across a state line, which federal law prohibits even though both states are legal. Vancouver has 18 licensed stores of its own; see dispensaries in Vancouver, WA, or our explainer on buying in Portland when you live in Vancouver.
At the airport, PDX has allowed adults since 2015 to carry a legal amount on flights that stay inside Oregon: TSA calls Port of Portland police, who check age, amount and destination. Taking cannabis on any flight that leaves Oregon, checked bags included, is unlawful export. Confirm the current policy on flypdx.com before you fly, and see dispensaries near PDX.
Portland Rules Visitors Most Often Get Wrong
- ID at the door: Bring an unexpired government photo ID showing you are 21 or older. Licenses from any state, passports and military IDs all work; expired cards and phone photos of an ID do not. Many stores scan it.
- Bring a debit card or cash: Most shops take both and have an ATM inside. Credit cards rarely work, because card networks will not process a product that is still federally illegal.
- Not in Waterfront Park: Using cannabis anywhere open to the public, from Tom McCall Waterfront Park to a MAX platform, is a Class B violation in Oregon, with a presumptive fine of $265. Most hotels and rental cars ban smoking too. Our guides to where you can smoke in Portland, Portland hotels and cannabis lounges go further.
- Daily limit: Per person, per day, a store can sell you up to 2 ounces of flower, 10 grams of concentrates, 10 grams of vape products, 16 ounces of edibles and 72 fluid ounces of drinks or tinctures, plus 10 seeds and 4 starter plants (OAR 845-025-2800). Purchase limits explained →
- Driving: Oregon has no THC blood limit; police judge impairment, often with a drug recognition evaluation, and a cannabis DUII carries the same charge as drunk driving.
- Mount Hood and the Gorge: Mount Hood National Forest and the national forest land in the Columbia River Gorge are federal property, where cannabis stays illegal.

Delivery and Medical Discounts Across Portland
165 Portland retailers can deliver, marked with a Delivery badge above. Orders go only to residential addresses inside the store's approved area, so a hotel room, office or park does not qualify. Under OLCC rules you must order before 8 p.m., the driver must arrive before 9 p.m., and your ID is checked at the door.
187 of the city's 209 stores can ring up OMMP sales, which skip both the state and city cannabis tax and allow larger purchases. Patients aged 18 to 20 can shop at medical-registered stores with their card. Oregon only honors its own OMMP cards, so visitors with a Washington or California medical card shop as recreational customers.
