Dispensaries in Harrisburg

Harrisburg has 4 dispensaries licensed by the Pennsylvania Department of Health. In the state capital, as everywhere in Pennsylvania, only registered medical patients with an active Pennsylvania ID card and their registered caregivers can buy. Legislators have debated adult-use legalization at the Capitol here, but no bill has become law, so there are no recreational sales and no service for visitors. Two stores are inside the city, and two are on Harrisburg-address roads to the east.

Harrisburg is where Pennsylvania's cannabis rules are written, and the questions patients ask here often turn on what the General Assembly might do next. This page sticks to what is law today. Curaleaf, Trulieve, Vytal Options and Zen Leaf each run one Harrisburg store, and all four hold a Google rating of 4.5 or better.

Harrisburg and Pennsylvania Cannabis Laws: Purchase Limits, Public Use and Driving

The Medical Marijuana Act, Act 16 of 2016, caps each dispensing at a 90-day supply, and Department of Health rules set that at 192 units. A unit is 3.5 grams of dry leaf, 1 gram of concentrate, or 100 milligrams of THC in pill, oil, tincture, liquid or topical form. Patients may get the next supply during the final week of each 30-day period, and a practitioner may certify a smaller amount.

Allowed forms are pills, oils, topicals, tinctures, liquids, vape products and dry leaf for vaporization. Smoking is unlawful for patients. No edibles are sold, but the act lets a patient or caregiver mix medical marijuana into food. Pennsylvania's DUI statute covers any amount of THC or its metabolite in a driver's blood, without a medical exception. Our Pennsylvania marijuana laws guide has more.

Cannabis Taxes in Harrisburg

Section 901 of the act exempts medical marijuana from sales tax, and we found no local cannabis tax in Harrisburg or Dauphin County. The state's 5% tax is levied on grower and processor sales to dispensaries and is not listed on patient receipts. Compare costs in our 2026 cannabis prices by state.

Medical Marijuana in Harrisburg

The Department of Health, headquartered in Harrisburg, runs the program. Residents register online with a Pennsylvania license or ID, get certified by a registered practitioner, pay $50 for the ID card (free for many Medicaid, CHIP, SNAP, WIC and PACE/PACENET participants), and can then buy at any dispensary in the state.

Where the adult-use debate stands

As of October 2026, recreational cannabis is not legal. The House passed HB 1200 on May 7, 2025, by 102 to 101. On May 13, 2025, the Senate Law and Justice Committee voted 3 to 7 against reporting it, and it has not moved since. Sen. Dan Laughlin's bipartisan SB 120 was referred to the same committee on July 10, 2025; a resolution to discharge it was presented June 29, 2026 and dropped from the Senate calendar October 19, 2026. Gov. Josh Shapiro signed the 2026-27 budget on July 12, 2026 without legalizing cannabis. Until a bill passes both chambers and is signed, a card is the only legal way to buy.
