You can’t use cannabis on the Seattle-Bremerton ferry or at the terminal, and you can’t bring it onto Puget Sound Naval Shipyard, Naval Base Kitsap or any other federal property. Washington State Ferries are state-run public transportation, where consuming cannabis is a civil infraction under Washington law, and cannabis is illegal under federal law on Navy installations. Service members are subject to military drug rules regardless of state law.

This page explains how cannabis law applies on the ferry to Seattle and at the Navy’s installations. It is not legal advice.
On the Ferry
Washington State Ferries are state property and public transportation, and using cannabis on ferries, buses and other public transportation is not allowed under Washington law. That includes the passenger cabin, the outside decks, the car deck and the terminal. Public use is a class 3 civil infraction, with a penalty of up to $50 plus statutory assessments.
We have not been able to confirm a current written Washington State Ferries policy on carrying sealed cannabis aboard. If you are carrying a legal amount, keep it sealed and out of sight, keep any opened package in your vehicle’s trunk rather than the passenger area, and check with Washington State Ferries before you travel.
Puget Sound Naval Shipyard and Naval Base Kitsap
Both are federal property. Cannabis remains illegal under federal law for adult use, and Washington’s legalization does not apply there. Do not carry cannabis onto any federal installation, in a car, in a bag or in your pocket, even a sealed package bought legally in Bremerton.
Service Members
The military’s drug rules apply to service members wherever they are, on or off base, and Washington law does not change that. Stores sell to any adult 21 or older with valid ID, but that does not make cannabis use legal for service members.
Civilian Workers, Contractors and Families
Off federal property, adults 21 and over may buy cannabis and use it on private property where the owner allows it under Washington law. Cannabis still cannot be brought onto the shipyard or any federal property, and federal employers and contractors may have their own drug-free workplace rules.
