Mount Vernon, the Skagit County seat, has 9 cannabis retailers licensed by the Washington State Liquor and Cannabis Board (WSLCB). Any adult 21 or older with a current photo ID can buy, including visitors from out of state. Stores can be open from 8 a.m. to midnight under state rules, and 7 Mount Vernon stores are medically endorsed.

Mount Vernon's stores are spread out in a way that surprises first-time visitors. A few are in town near I-5, but others sit on rural highways heading toward La Conner and Conway, where farm roads and tulip traffic change the trip. This guide maps them, picks the standouts and covers the rules that matter in the Skagit Valley, from April crowds to the Anacortes ferries.

Tulip Season, La Conner and the Anacortes Ferries
Each April the Skagit Valley Tulip Festival fills the farm roads between Mount Vernon and La Conner, and the stores on SR 536 and Old Highway 99 get much busier. Go early in the day or midweek if you can. The tulip fields and display gardens are farms, which means private property, and the parks are public, so neither is a legal place to light up.
Those narrow farm roads are also a bad place to drive impaired. Washington's limit is 5 nanograms of active THC per milliliter of blood, and police can charge you below that if you are impaired. If you have an opened package in the car, put it in the trunk; an open package in the passenger area, glove box included, is a traffic infraction.
Anacortes, about 30 minutes west, runs ferries to the San Juan Islands and to Sidney, B.C. Federal rules apply on the water and state law bans using cannabis in public, so check WSF's current policy, and taking it on the Sidney sailing means carrying it into Canada, which is illegal.
Buying Cannabis in Mount Vernon: What to Bring
Bring a valid, unexpired photo ID that shows you are 21 or older; a license from any state, a passport and a military ID all work. Most Mount Vernon stores take cash and debit and have an ATM, while credit cards are rarely accepted because card networks don't allow cannabis sales. Washington allows no delivery, so you buy in person.
Per visit, an adult can buy up to 1 ounce of flower, 7 grams of concentrate, 16 ounces of solid edibles or 72 ounces of infused drinks. Read our guides to finding the best dispensary and what to buy at a dispensary if it's your first time, and our Washington marijuana laws guide for the full rules on possession, public use and penalties.
Taxes and Medical Savings in Skagit County
Recreational purchases in Washington include a 37% excise tax, normally built into the shelf price, plus sales tax added at the register. Mount Vernon prices are typical for Western Washington. Daily deals, first-visit discounts and loyalty programs are the easiest savings.
Registered patients save more. Washington serves medical patients through endorsed retail stores, and 7 Mount Vernon stores qualify. With a recognition card and an entry in the Department of Health database, a patient pays no sales tax, no excise tax on DOH-compliant products, and can buy up to three times the adult-use amount. Registered patients aged 18 to 20 may shop at these stores. Medical cards from other states don't count here.

How we build this list: Store names, addresses and licence numbers come from the WSLCB's list of active cannabis retailers; medical endorsements come from the Department of Health; tribal stores, which are not in the state list, come from tribal and public sources. We refresh the data monthly. Featured placements are paid and clearly labelled.
