Yes. Any adult 21 or older with a valid, unexpired government photo ID — an out-of-state driver’s license, a passport or a military ID — can buy cannabis at any licensed Seattle dispensary. Visitors follow the same rules as residents: up to 1 ounce of flower, 7 grams of concentrate, 16 ounces of solid edibles and 72 ounces of infused liquids, with no public consumption and no taking it across state or national borders.

What ID Do You Need?

Bring the physical card — photos of IDs and expired IDs are refused. U.S. driver’s licenses and state IDs from any state are accepted, as are passports and military IDs. Some stores scan IDs at the door, and one Seattle store does not accept vertical-format (under-21-style) licenses even after the holder turns 21, so a passport is a good backup.

How Much Can a Tourist Buy?

Washington’s limits apply to the total you possess, not just one purchase, and stores may not sell you more than the personal possession amount:

  • 1 ounce (28 grams) of usable cannabis flower
  • 7 grams of cannabis concentrate (wax, shatter, vape oil)
  • 16 ounces of solid cannabis-infused products (edibles)
  • 72 ounces of liquid cannabis-infused products — or, for low-dose drinks packaged at 4 mg THC or less per unit, up to 200 mg of THC

Paying at a Seattle Dispensary

Most shops take cash and debit, and many have an ATM on site; credit cards are rarely accepted because cannabis is illegal under federal law. Prices you see include Washington’s 37% cannabis excise tax, and sales tax is added at checkout.

Where Tourists Can Use Cannabis

Only on private property where it is allowed. Using cannabis in public, including parks, beaches and the waterfront, is a civil infraction, and many hotels and short-term rentals ban smoking. Washington has no licensed consumption lounges.

Taking Cannabis Home

You can’t. Carrying cannabis across any state line — even to another legal state such as Oregon or California — or into Canada is illegal, and cannabis cannot be taken on a flight or a cruise ship. Buy what you will use during your stay.

Best Seattle Dispensaries for Visitors
